Foreword

Established following the diagnosis and on the basis of an identification of planning issues in common, the Project Planning and Sustainability presents itself as the "framework document" of PLUI Hattgau, with which the settlement and particular directions of development and programming must be consistent.

It relies on four general guidelines, each being decomposed into goals.

Objective 1: Develop and strengthen the urban planning

Given its past development and its current level of equipment, the territory of the Community of communes Hattgau is able to reach 10,000 people in the next fifteen years.

To do this, on the basis of housing identified in 2007 and given current trends of decline in average household size, number of additional dwellings to be created to reach a population of 10,000 inhabitants is estimated at about 950 .

Objective 1-1: Promote the Full Potential of urban renewal and limit the spread of Commons

Maximize the potential of Commons urban renewal Hattgau (estimated at about 270 homes in 2025):

  • by valuing plots but not on built-in cities;
  • returned to the market by one hand of vacancies;
  • for rehabilitation and / or change of use of buildings in urban areas;
  • by reuse of old rural buildings, much of which is currently under-occupied;
  • complementing the existing urban area.

The few remaining 680 units for housing development are the subject of new urban operations (zoning type AT). The latter being located in the village fabric (hollow teeth) or in areas of expansion.

Complement the existing urban area, to avoid "urban sprawl" urban planning.

Retain the potential construction, for each common Hattgau, allowing it to participate in this development, while meeting their specific needs in terms of habitat.

Objective 1-2: Develop a social mix and diversify the residential accommodation capacity of each municipality

Saving the land, by a densification of existing urban fabric and create. Greater diversity of habitat types will also increase the average density in new residential areas.

Strengthen the pole-balancing BETSCHDORF Hatten, and there promoting a social mix, while allowing the development of housing in other municipalities.

Provide a residential history sufficient to prevent "evasion" of the territory.

Objective 1-3: Strengthen the level of planning services, promoting functional and social diversity

Predict the development of a small commercial area on the RD 28, on the western outskirts of Hatten, likely to strengthen the business Hattgau.

Sustain and maintain the distribution in the existing urban fabric, services or activities of small craft, compatible with the neighborhood housing, to ensure an animation of the villages and the development of social ties.

Maintain and improve the attractiveness of the Community of Commons by the development of access to digital technologies, based on regional policies and particularly in line with the regional pattern of digital development.

Service to ensure future business parks in broadband.

Objective 2: Preserve the quality of life by enhancing the natural and built heritage

Hattgau development can not continue to the detriment of his urban identity, architectural and landscape but also its specific atmosphere of the village, to which its inhabitants are attached.

This atmosphere is based not only on the architectural identity feature antique fabrics, but also on the ubiquity of visual landscapes of countryside and on the close links between homes, gardens and orchards, which favor the persistence itself uses and practices (gardening, small farms etc..)

Centers and villages ties of Commons Hattgau have a characteristic appearance, related to the structure of the traditional rural habitat. This is marked by the configuration of the farm - yard: Housing and various outbuildings are arranged in effect around a courtyard open to the street. The house presents a systematic storefront, which prints out on the street a strong visual identity, itself underlined by the strong presence of traditional half-timbered buildings in the villages untouched by the devastation of World War II.

Objective 2-1: Maintain consistency and architectural landscape of urban notable

Preserve the habitat structure characterized by traditional rural farm-yard configuration.

Preserve the strong visual identity of the streets by the presence of traditional half-timbered buildings in the villages.

Protect the built heritage of outstanding common Hattgau by development opportunities that respect the heritage identity, while allowing, for example, changes to farm housing or activity by limiting potential harm ( parking, noise, etc ...).

Optimize the architectural heritage and traditional rural village of Commons (core or streets) which are important elements of identity and history of the territory.

Allow urban renewal, including the reallocation of old barns or appendices such habitats.

Objective 2-2: Planning, Heritage innovation

Supervise the evolution of traditional buildings preserving its urban and architectural (volumes and settlement patterns, building materials, garden and orchard presence, etc ...).

Preserve the architectural heritage and the elements that make the rich, especially in urban centers, while allowing the orderly development of that heritage into forms more suited to contemporary lifestyles and the need to reduce energy consumption existing buildings and future.

Oversee the integration of new construction in the existing built fabric.

Promoting the eco-neighborhood for future settlements.

Allow the suburban fabric, any type, to evolve gradually and reasonably without harm neighborhood relations.

Ensure the proper integration of future extensions to the existing urban fabric while allowing them to operate a sustainable and innovative urban planning.

Objective 2-3: Preserve the village landscape elements of identity, integrating them into the development of new neighborhoods

Maintain a balance between built elements and natural elements of life in context.

Preserve certain areas of any construction of gardens and orchards in the village center, or intercalated between the urban boundary and agricultural areas themselves.

Keep the place to be to landscape elements such as gardens, country hedges, groves and orchards, so they are integrated as design elements in its own right as part of the future development of these neighborhoods.

Objective 2-4: Develop transportation and facilitate travel

In Hattgau as in all rural areas, the automobile plays a vital role in the use of mobility, whether for access to places of employment or service.

Limit the role of the car and hold a territory alternative mobility.

Organize, if any, pockets of parking, can reduce the uncontrolled parking along certain roads.

Rely on the presence of a network of railway stations, certainly located outside the territory, but very short distance of Commons Hattgau, including those of Soultz-sous-Forêts, Hoffen, seltzer and Walburg.

Rebalance daily mobility for mobility called active, ie walking and cycling routes in the intra-and inter-village.

Complement the existing network of cycle routes, with the prospect of a wider network (see map bike in 2020) serving the six local municipalities. The network based in part on its sites, and partly on urban public space, especially in crossing the village.

Strengthen networking of bike paths / greenways for hiking trails more enjoyable and safer, but also to develop the use of soft modes for everyday journeys.

Develop across each joint, the quality of public spaces and enhance pedestrian and bicycle paths.

Orientation 3: Strengthen the economic vitality Hattgau

The Hattgau was able to develop and maintain a network of SMEs in the industrial and logistics, which limits the length of the territory from major employment centers of northern Alsace (Hagenau, including Strasbourg and Wissembourg) .

Activity areas Hattgau focused on the common BETSCHDORF and Hatten. Their development is planned as part of the strategy of community economic development.

Economic development support including:

  • on a good road accessibility of the territory, between R & D 263 and the A35;
  • on the quality of the telecommunications infrastructure.

Objective 3-1: Enhance the economic attractiveness factors Hattgau in the context of Northern Alsace

Ensure a sufficient supply of land for the reception of new economic activities. Indeed, development must be built between the revitalization of brownfields and redeployment of land supply activity.

Preserve and maintain existing activities (commercial, service, craft, etc..) In the urban fabric.

Reallocate economic activity in the territory playing on the complementarities between areas with economic, including:

  • expansion of the activity area BETSCHDORF, with the aim to host small business;
  • expansion of the industrial and logistics east entrance of Hatten;
  • creating a platform for departmental activities, backed by the same industrial and logistics area, south of DR 28, dedicated to hosting events highlighting geothermal energy;
  • creating a small commercial area in western boundary of Hatten, designed to work synergistically with the supermarket located in vis-à-vis the RD28.

Objective 3-2: Enhance the territorial offer tourist and leisure

Preserve and develop the qualities of the territory involved in the tourist attraction. The Hattgau can this be based on a strong identity, linked not only to the quality of its landscapes but also to the reputation of its traditional know-how (including pottery stoneware blue Betschdorf).

Contribute to the tourism and leisure in Northern Alsace, in highlight:

  • character of these villages, urban complexes featuring heritage;
  • countless walking routes in unspoilt countryside, and in the forest;
  • the presence of remarkable works of the Maginot Line, arranged for receiving the public;
  • the existence of a famous traditional craft: pottery stoneware blue.

Promote the development of tourist projects.

Ensure the maintenance and development of sport and leisure center, oriented inter, of BETSCHDORF.

Objective 3-3: Consolidate, strengthen and diversify the agricultural activity on the territory

Continued modernization of a dynamic and diversified agriculture, and anticipating redeployment of agriculture in the territory. Indeed, as part of their development, most farms have been forced to leave the village center to locate in the periphery, away from dwellings, it should find them a place in the Hattgau.

Reinforce the sustainability of farming in the territory:

  • limiting the minimum consumption of agricultural land in favor of urbanization;
  • drawing clear boundaries and sustainable expansion of settlements;
  • ensuring that planned urban extensions do not compromise the prospects of development of farms that have operated their output outside urban areas;
  • providing, where necessary, the possibility of new releases of operating;
  • allowing the use of geothermal energy for new vegetable crops.

Diversify the type of farming by developing, among other things, market gardening in the territory.

Ensure compliance with the conditions of establishment or extension of farm buildings vis-à-vis housing, the same requirement to be imposed on them.

Guideline 4: Enhance the landscape and environmental features

Hattgau the territory is a natural character said, which makes a significant contribution to regional biodiversity:

  • one hand it covers part of the forest of Haguenau, considered a nodal zone of regional importance, listed as a Natura 2000;
  • secondly, it is crossed by two ecological corridors of regional significance, one centered on the Seltzbach, the other on the Seebach.

Objective 4-1: Ensure a functioning ecological land

Protect and enhance natural areas and remarkable Hattgau preserve ecological continuity.

Ensure the preservation of "water", by maintaining riparian forest, preservation of the natural dynamics of rivers and the inclusion of water catchment areas and their protection zones.

Preserve forestry entities, meadows and water covered by a protected status, particularly along the Sauer.

Ensure the physical integrity of these natural structures, preserving them for all new construction.

Set clear limits and sustainable urbanization.

Ensure the protection of natural and agricultural areas which are generally the space evolution of the fauna and flora.

Objective 4-2: Enhance the landscape near and far

Organizing the collection of landscapes by roads, which are the main axes of discovery landscapes Hattgau:

  • according to the alternating sequences urban (cross town) and natural sequences. This quality of perception is conditioned by the preservation of green areas between the cities, as well as clear limits to urbanization;
  • according to the alternating close-ups and distant vistas. This quality of perception is related to the rolling topography of the territory, and the intensity of its agricultural occupation.

Preserve the elements of underpinning overall perception of landscape quality throughout.

Protect in particular:

  • integrity of the green areas between the cities;
  • belts gardens and orchards which are inserted between the building and agricultural areas, and provide an element of visual signature silhouettes of the village.

Supervise the implementation of farm buildings in the interests of integration and respect for the countryside.

Objective 4-3: Consider the risks and nuisances

Prevent risk of mudslides and flooding, avoiding urbanization residential character in areas deemed at risk.

Prevent the risk of noise along the roads. Any new urbanization, extended along the axis at risk, should be avoided.
Ensure compliance with separation distances between adequate facilities classified and homes. Indeed, the territory Hattgau includes, among other things, a number of installations classified for the Protection of the Environment (ICPE), most of which are related to agricultural activity.
