Spatial planning is an organized policy of occupation of space to address the imbalances between the regions. Decentralization is the most effective instrument for development that respects the interests of local and regional requirements.
The municipalities have transferred competence "development (establishment, alteration, revision) of the local plan (PLU) of each member municipality" in the Community of Municipalities.
The development of this PLU has two issues: control and structure the development of the land and preserve its identity.

This development has three objectives:

  • create the conditions for a structured and sustainable development
  • Hattgau to a center of balance as recorded in SCOTAN
  • guarantee the quality of life and social cohesion

The PLU is done under the authority and responsibility of the Community of Municipalities Hattgau which provides funding. But the mayors power to keep any building permits in their municipalities.
The contents of PLU can vary from one municipality to another, but some documents are required:

  • presentation of a report which aims to expose the project, analyze its impact and its compatibility with existing règes

  • a zoning plan: it is a map that shows the various land uses chosen by municipalities such as agriculture, tourism, industry, housing, ... The plan must define at least two types of areas : urban areas, immediately buildable, and natural areas within which construction is restricted, prohibited or subject to special conditions.

  • a PADD - Sustainable Development Project - should lay down guidelines for planning and development adopted for the future for the entire country and also indicate a whole series of measures, actions, ... fairly accurate:
    • Local Habitat Plan
    • the planning regulation which lays down the provisions applicable to land within different areas of the PLU
    • Annexes PLU, including plans networks, the sanitary, placeholders, the list of public utility easements and the list of transactions reported in the public interest.

    The Commission has awarded the PLU SDAU Haguenau an Assistance Mission to the Owner for the establishment of Local Development Plans in the territory Hattgau.

    The first phase will consist of a diagnosis of the issues of territory:

    • home business by improving the economic land supply
    • focus on the development of geothermal energy with a platform to study departmental activity
    • encourage motorized traffic by studying the development of a network of cycle routes
    • the central city to better take into account the centrality of functions performed by the town-center Betschdorf
    • preserving the environment by managing the territory slon the principle of sustainable development

    The PADD (Master Plan for Sustainable Development) will be the centerpiece of the formatting of Local Development Plan.

    The project aims to transform into the POS PLU Betschdorf of Commons, and Hatten Rittershoffen and communal cards Aschbach of Commons, and Oberroedern Stundwiller.
