Section 1: Calculation of the fee
Section 2: Record Date
The reference date for counting people is 1 January of the year.
Municipalities are brought in January of this year to conduct an update of the file provided by the community of communes.
The collection of invoices is possible at the request of subscribers.
For the current year, this request is to be formulated at the latest by 31 January of the year.
Any claims, disputes, must be made in writing to the community of communes, which has sole jurisdiction in the facility files of taxpayers.
Article 3: Exemption
The exemption covers the consideration of changes occurring during the year in case of death, change in household composition, removal of taxpayers to other communities.
3.1: Waiver of death
Upon the death of a subscriber, an abatement is granted in proportion to the duration of non-completion of service (prorated based on the month).
3.2: Waiver of students
Students, on presentation of proof of payment of garbage or a document proving the payment of rent and expenses out Hattgau and a school certificate, will be exempted within the Community of Municipalities Hattgau. The exemption will be granted in proportion to the duration of non-completion of service (prorated based on the number of months).
3.3: Waiver of admission in nursing homes
Those admitted to nursing homes, on presentation of a document certifying such admission shall be exempt within the community of communes Hattgau, the exemption will be granted in proportion to the duration of non-completion of service (prorated based the number of months).
3.4: Removals in Community of Municipalities
If you move, the rebates will be considered only on submission of receipts evidencing payment of the fee from another community and in proportion to the duration of non-completion of service (prorated based on the number of months).
3.5: The inter removals
Any relocation of persons any accommodation to another within the Community of Municipalities does not give rise to relief, or a new invoice.
Article 4: Second homes and tourist accommodation
Second homes properly declared will be subject to a fee equivalent to 2 people.
Tourist accommodation: gites, furnished mobile home, ... properly declared will be subject to a fee equivalent to 1/2 person per room.
Article 5: The professional
The following categories of activities are liable to pay the fee so fixed: shops, craftspeople, bakery, restaurants, garages and businesses.
Pricing is set annually by the Community Board.
Article 6: Rented dwellings
For rented dwellings, the fee is payable by the tenant. The owner must report the name and number of persons occupying each of its homes and report any change whatever the period.
Article 7: Responsibilities for the container
120 liter containers are the property of each tenant who must keep them in good condition.
These containers can be purchased at the town hall of residence.
The subscriber is responsible civilly for theft or damage done to her.
Rehabilitation or the provision of a new container will be charged to said subscriber.

9.1: Payment
The entire fee of garbage is payable at maturity of the invoice.
9.2: Representation
All invoices by the community include a section indicating the address where claims are received (of municipalities). All claims must be submitted in writing to this address. The community must provide a reasoned response to each of these claims. No other claims will be accepted.
9.3: Payment Difficulties
The people experiencing payment difficulties inform the Treasury.
Payment facilities may be granted to such persons by the Public Accountant, possibly after consultation with the community.
If these measures are insufficient, the community directs the persons concerned to the appropriate social services to review their situation.
When these people prove that they have registered for, any measure of non-household waste collection is suspended until the social services have ruled.
9.4: Failure to Pay
If the amounts owed by the residents are not paid, the Treasury sent them a notice notifying the measures that can be taken against them. These measures are not mutually exclusive of others are:
9.5: Collection Costs
Enforced collection by the competent services of the Treasury generates costs in accordance with the Code of Tax Procedures.
9.6: Change of ownership
On disposal of a building served by the service of garbage collection, the old and the new owner must report to the City Council of the Commune transfer of the property.
In absence of a declaration, the former owner or his heirs will be required to pay the royalties.
9.7: Repayment
Residents can request a refund of overpayments.
Refund requests should be directed to the community in a period of one year from the date of payment.
After this period, all amounts paid by residents to the community it is vested.
Pursuant to Article 1380 of the Civil Code, the refund of overpaid no entitlement to interest or compensation.
When the claim is justified, the community pays the amount corresponding to the owner, within a period compatible with the implementation procedures of public accounting.
