The President warmly welcomed the guests who were willing to participate in this meeting of the Community Board and thanked them for attending.

Amendment No. 2 to the market research department REDD

Approval of the minutes of the Community Council of 13 September 2011
Mr Yves Rott reports that it had apologized for this meeting.
On this amendment, the Community Council, by unanimous vote of members present approved the minutes of the Community Council of 13 September 2011

Amending decision Credit No. 2/2011
Mr the Treasurer informed of the final compensation under FNGIR for 2011.
To comply with the new provisions governing the manner of distribution of taxes and contributions, there be provided:
- In the operating section, credits for expenditure of 2 € 486.00 in Article 739 116 (Chapter 014 - removal IRM)
- Reduce the incidental expenses (Chapter 020) the same amount.
The community council, the members present unanimously approved the amendment of credit No. 2/2011 as above formulated.

Determining the amount of monthly rent to the hotel business
In addition to the deliberation § 4 of the Community Council of 13 September 2011, the Community Board, by unanimous vote of those present said:
- That the monthly base rent agreed to company Strategist is 1 500,00 € HT.
- This is added to a monthly surcharge of 150,00 € for the provision of outdoor concrete area and an area of 150 square meters for storage of materials.
- The lease takes effect from 15 October 2011.
The President is responsible for carrying out the procedures relating thereto and to sign the lease.

Amendment No. 2 to the market research department REDD
- Pursuant to Law No. 788/2010 of 13 July 2010, known as the Round Table II,
- Pursuant to a decree imposing the constitution in preparation of a Local Plan for Habitat as part of the establishment of inter PLU,
- Endorsement No. 1 market research department REDD related only to the environmental part of the PLH,
- It is necessary to supplement the PLH to comply with the decree
The extra work required has been identified by the research department REDD and amounted to 9 € 750.00 excl.
The community council, the members present unanimously approved the additional $ 9 € 750.00 VAT under Endorsement No. 2 market research department REDD.
The total contract amount is increased to 176 € 550.00 excl.

Position on the draft platform of departmental activity in Hatten
The Chairman invited Mrs. Graff Perret and to inform the board about the project and the objectives ECOGI O geothermal in Northern Alsace to enable a better consideration of the proposed platform of departmental activity based on the enhancement of geothermal energy and in particular in the PLU registration.
Mr Perret ECOGI this project, exclusive project for the plant Roquette Beinheim.
The power of energy is 24 MW and a projected commissioning in 2014.
A residue of energy available and recoverable in the secondary circuit of return is estimated at 2-4 MW.
Mr. Graff presents the different geothermal projects in Alsace ES North:
- Pilot project of Soultz-sous-forest
- Project ECOGI Roquette and its future possibilities within the drilling permit on-Hatten Rittershoffen
- Project on the territory of Wissembourg with a goal of cogeneration
- Project on the Rhine strip of territory with an aim of Lauterbourg cogeneration
A broad debate is installed around the proposed implementation of one or two companies on the platform of departmental activity within the territory of the town of Hatten valuing geothermal energy available in the basement of the territory Hattgau.

Regarding the inclusion of the project area in the document departmental platform of the future inter PLU, Mr Mantle / CG 67 provides the register area 2AU thus:
- To reserve the land for this project
- To begin the gradual acquisition of land

After extensive debate,
The Community Board, by unanimous vote of members present, approved:
- The listing of the project area of departmental activity platform based on the valuation of geothermal energy in the area 2AU PLU currently under development in the territory of the municipality of Hatten
- Demand SDAUH to further define the contours of this area taking into account changes occurring in the area provided by the road works currently underway

I thought the constitution of a PLU and now also passed by a PLH meetings inviting the simple administration of the COCOM to attend and / or express themselves. It's been almost two years now I've heard of PLU and still no public consultation on the territory of our Hattgau. Faut'il regret?

Hello Francis,
Throughout the preparation phase of inter PLU is underway at both the inter-communal as regards the particular zoning proposals. This phase, including the Local Plan Housing (now required by law to "Grenelle II") goes to completion by spring 2012 and be approved by the Community Board. A meeting with Associated Persons Public (State SCOTAN, Chamber of Agriculture, ICC, ...) will follow. Then will open a broad consultation phase with the population in the different municipalities of the CDC, where everyone can just make comments and queries. As early as January 2012, exhibits will also be available to residents in all municipalities of the CDC to advise on the process and principles of inter PLU.
